Regular Meeting

September 11, 2023

The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, September 11, 2023.  The council members present were Mayor John Crow, Alderman Robert Allen, Caroline Gatson, Ricky Johnikin, and Thomas Nation.  Alderman Kerry Hill was absent.

The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Rev. Tommy Carr. 

 

As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

 

On motion by Gatson, seconded by Nation and unanimously approved to approve the minutes from

August 14, 2023, regular meeting.

On motion by Allen, seconded by Gatson and unanimously approved to approve the payables from August, 2023.

At this time Alderman Allen introduced Ordinance No 04-23 pertaining to annexation of property.  A public hearing will be held to hear the views and opinion of adoption of this ordinance.

On motion by Gatson, seconded by Allen and unanimously approved to adopt Resolution No 07-23 pertaining to Watershed Grant paperwork.

RESOLUTION NO 07-23

WHEREAS, the TOWN OF FARMERVILLE has been afforded the opportunity to participate in the State of Louisiana Community Development Block Grant (CDBG) Louisiana Watershed Initiative Program administered by the Division of Administration; and,

WHEREAS, it is necessary under the program regulations to authorize certain actions and individuals to perform certain designated functions required by the STATE:

NOW THEREFORE BE IT RESOLVED, that the TOWN OF FARMERVILLE as legal recipient of these CDBG funds, does hereby authorize the Mayor to execute any and all documents pertaining to this Office of Community Development Block Grant program including but not limited to Contracts, Amendments, Change Orders and Project Applications.

Passed, approved and adopted this 12th day of September, 2023.

On motion by Gatson, seconded by Johnikin and unanimously approved to adopt Resolution No 08-23

pertaining to Citizen Participation Plan for 2024/2025 LCDBG Program.

CITIZEN PARTICIPATION PLAN

RESOLUTION 08-23

WHEREAS,  the  Town of Farmerville  has been afforded the opportunity to apply and participate in the State of Louisiana 2024/25 Community Development Block Grant Program administered by the Division of Administration; and,

WHEREAS, the STATE requires Grantees to establish procedures to ensure adequate citizen participation with the program;

NOW THEREFORE BE IT RESOLVED, by the Town of Farmerville, that the attached policy entitled “Citizen Participation Plan” is hereby adopted.

Passed, approved and adopted by the Town of Farmerville, State of Louisiana, on the _11th_ day of September, 2023.

On motion by Allen, seconded by Nation and unanimously approved to adopt Resolution No 09-23 pertaining to Procurement Policy for 2024/2025 LCDBG Program.

On motion by Gatson, seconded by Allen and unanimously approved to authorize mayor to procure the services of PEPM to begin work on plans for the Filtration System at Foster Farms.

On motion by Allen, seconded by Johnikin and unanimously approved to authorize the street closures downtown for the Small Town Showdown Car, Truck, and Bike Show on September 22, 2022

There being no further business to come before the council Mayor Crow adjourned this meeting the 11th  day of September, 2023.  Upon motion by Gatson, seconded by Johnikin and unanimously approved.
