Regular Meeting
October 9, 2023
The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, October 9, 2023. The council members present were Mayor John Crow, Alderman Robert Allen, Caroline Gatson, Ricky Johnikin, and Thomas Nation. Alderman Kerry Hill was absent.
The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Keith Jesilink.
As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.
On motion by Gatson, seconded by Nation and unanimously approved to approve the minutes from
Sepember 11, 2023, regular meeting.
On motion by Allen, seconded by Gatson and unanimously approved to approve the payables from September, 2023.
On motion Gatson, seconded by Johnikin and unanimously approved to approve the monthly revenue and expenditure report for July and August as presented.
At this time a public hearing was held to hear the views and opinions of Ordinance No 04-23 pertaining to annexation of property.
On motion by Allen, seconded by Hill and unanimously approved to adopt Ordinance No 04-23 pertaining to zoning classification for recently annexed property.
On motion by Hill, seconded by Nation and unanimously approved to authorize the closure of the streets located around the courthouse for a Community Fall Festival.
On motion by Nation, seconded by Hill and unanimously approved to approve a Class “A” Beer permit for RoRo’s, located at 307 Martin Luther King Jr. Drive.
On motion by Hill, seconded by Allen and unanimously approved to submit a 2024/2025 LCDBG Project to make necessary repairs on the elevated water tank located on Wheeler Street.
On motion by Hill, seconded by Allen and unanimously approved to advertise for bids on Lift Station #10 Project.
On motion by Gatson, seconded by Johnikin and unanimously approved to advertise for RFP’s for EPA Water Meter Grant.
On motion by Hill, seconded by Johnikin and unanimously approved to amend the 2022/2023 Budget by the following:
General Fund $-14,650.00 Correction
Water $53,000.00 Foster Farms Expense
Fire $51,500.00 Retirement
Sewer $171,367.42 LS#6 DRA Grant expenses
Total Adjusments $261,417.42 Increase in Expenses
On motion by Gaton, seconded by Johnikin and unanimously approved to approve the following zoning commission request:
1. To change the zoning classification for the property belonging to Charles Grigsby located at 410 Thomas St, to R3
There being no further business to come before the council Mayor Crow adjourned this meeting the 9th day of October, 2023. Upon motion by Gatson, seconded by Johnikin and unanimously approved.
