Regular Meeting
November 13, 2023

The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, November 13, 2023.  The council members present were Mayor John Crow, Alderman Robert Allen, Caroline Gatson, Ricky Johnikin, Kerry Hill, and Thomas Nation.  

The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Keith Jesilink. 

 

As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

 

On motion by Gatson, seconded by Johnikin and unanimously approved to approve the minutes from

October 9, 2023, regular meeting.

On motion by Allen, seconded by Gatson and unanimously approved to approve the payables from October, 2023.

On motion Gatson, seconded by Johnikin and unanimously approved to approve the monthly revenue and expenditure report for September as presented.

On motion by Hill, seconded by Allen and unanimously approved to approve the following Liquor License Renewals:

On motion by Hill, seconded by Nation and unanimously approved to move $300,000 of the ARPA Funds given to Water Department back to the ARPA Fund Account.

On motion by Hill, Seconded by Nation and unanimously approve to authorize the mayor to execute all necessary documents to purchase the land for the Mega Ramp located on Hwy 33 South from TTR, LLC.

On motion by Hill, seconded by Allen and unanimously approved to adopt Resolution No 10-23 pertaining to Watershed Grants.

RESOLUTION NO 10-23

RESOLUTION TO ADOPT THE REQUIRED CDBG-DR PROGRAM POLICIES AND PROCEDURES; ACKNOWLEDGES CDBG-DR PROGRAM FUNDS BE ADMINISTERED IN ACCORDANCE WITH OCD GRANTEE ADMINISTRATIVE MANUAL; APPOINT VARIOUS COORDINATORS/ OFFICERS; AUTHORIZE INDIVIDUALS TO EXECUTE THE REQUEST FOR PAYMENT; AUTHORIZE EXECUTION OF DOCUMENTS

WHEREAS, the TOWN OF FARMERVILLE, has been awarded Community Development Block Grant Disaster Recovery (CDBG-DR) funds for the LOUISIANA WATERSHED INITATIVE administered by the State of Louisiana, Office of Community Development (OCD).

WHEREAS, the CDBG-DR Program requires the adoption of plans, policies and appointment of individuals for compliance with CDBG-DR Program regulations.

NOW THEREFORE BE IT RESOLVED: that TOWN OF FARMERVILLE acknowledges that CDBG-DR Program funds must be administered in accordance with the latest edition, and any amendments thereto of the State of Louisiana OCD Disaster Recovery CDBG Grantee Administrative Manual https://www.doa.la.gov/Pages/ocd-dru/DRadminManual.aspx.

BE IT FURTHER RESOLVED: that the TOWN OF FARMERVILLE as recipient of CDBG-DR funds, does hereby adopt the attached CDBG-DR Program Policies and Procedures as they apply to the administration of the LOUISIANA WATERSHED INITATIVE.

BE IT FURTHER RESOLVED, that the following individuals are appointed to various positions related to the CDBG-DR Program as listed:

1) Fair Housing Coordinator:  Gay Nell Pepper

2) Equal Employment Opportunity Officer: Dee Nyegaard

3) Section 504 Coordinator: Gay Nell Pepper

4) Labor Compliance Officer: Dee Nyegaard

5) Residential Anti-displacement Officer: Gay Nell Pepper

6) Section 3 Coordinator: Dee Nyegaard

BE IT FURTHER RESOLVED that Dee Nyegaard and Gay Nell Pepper are hereby authorized to sign the Requests for Payment related to the CDBG-DR Program.

BE IT FURTHER AND FINALLY RESOLVED, that the MAYOR is hereby authorized to execute any and all documents pertaining to the CDBG-DR Program including but not limited to the Cooperative Endeavor Agreement and any Amendments, Project Application and any Amendments, Environmental Review Record, Certifications and Professional Service, Consulting Service and Construction Contracts and any Amendments.

THIS RESOLUTION WAS ADOPTED BY TOWN OF FAMRERVILLE ON THE 13th DAY OF NOVEMBER, 2023.

On motion by Allen, seconded by Gatson and unanimously approved to advertise for Administrative Services on Watershed Grants.

On motion by Gatson, seconed by Hill and unanimously approved to authorize mayor to sign DRA-MOU with Foster Farms.

On motion by Hill, seconded by Johnikin and unanimously approved to authorize the mayor to sign CEA with Boys and Girls Club of North Louisiana.

On motion by Gatson, seconded by Hill and unanimously approved to authorize mileage reimbursement for the Fire Department.

On motion by Hill, seconded by Allen and unanimously approved to authorize the requested street closures downtown for the “Christmas on the Square” festival.

At this time Alderman Allen introduced Ordinance No 06-23 pertaining to surplus property.  Said Ordinance will be considered at the December 11, 2023, regular meeting.

There being no further business to come before the council Mayor Crow adjourned this meeting the 13th  day of November, 2023.  Upon motion by Gatson, seconded by Hill and unanimously approved.
