Town of Farmerville Regular Meeting Minutes for November 2025

The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, November 10, 2025. The council members present were Mayor John Crow, Alderman Robert Allen, Caroline Gatson, Ricky Johnikin, and Kerry Hill. Alderman Thomas Nation was absent.

The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Leroy Warren.

As state law requires, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

On motion by Hill, seconded by Johnikin and unanimously approved to approve the minutes from October 13, 2025, regular meeting.

On motion by Allen, seconded by Johnikin and unanimously approved to approve the payables from October.

On motion by Gatson, seconded by Johnikin and unanimously approved to accept the monthly revenue and expenditure report for September as presented.

On motion by Allen, seconded by Hill and unanimously approved to renew the Contract with Water District No 1. The contract will remain the same.

On motion by Hill, seconded by Allen and unanimously approved to make an offer of $1,000 to settle with the Department of Environmental Quality pertaining to executive order since all requirements are met.

On motion by Gatson, seconded by Hill and unanimously approved to pay the annual fire department mileage fees.

On motion by Allen, seconded by Johnikin and unanimously approved to adopt Resolution No 07-25 pertaining to authorizing application and giving signatory authority for LCDBG FY 2025 Make a Difference Program.

LCDBG - MAKE A DIFFERENCE 2026

MANAGEMENT RESOLUTION NO 07-25

WHEREAS, the Town of Farmerville has been afforded the opportunity to participate in the State of Louisiana Community Development Block Grant programs captioned above and administered by the Division of Administration; and,

WHEREAS, it is necessary under the programs regulations to authorize certain actions and individuals to perform certain designated functions by the State.

NOW THEREFORE BE IT RESOLVED, that the Town of Farmerville as legal applicant of the LCDBG funds does hereby authorize the following actions:

BE IT FURTHER RESOLVED, that the Town of Farmerville will make formal application to the Louisiana Office of Community Development for the Fiscal Year 2026-2027 Make a Difference grant funding on or before December 15, 2025, and,

BE IT FURTHER RESOLVED, that Mayor John Crow is hereby authorized to sign the application and all related documents and,

Passed and adopted by the Town of Farmerville, State of Louisiana, on this 10th day November, 2025.

On motion by Hill, seconded by Gatson and unanimously approved to authorize to advertise for Request for Qualifications for Engineering Services related to LCDBG Make A Difference Grant.

On motion by Allen, seconded by Gatson and unanimously approved to confirm the following action taken by the Farmerville Zoning Commission:

1. To change the zoning classification on property located at 502 E Green Street, belonging to Rodney Kesee to R3.

2. To change the zoning classification on property located at SW corner of W Jackson and Francis St to R3.

There being no further business to come before the council Mayor Crow declared this meeting adjourned upon motion by Gatson, seconded by Johnikin.
