MEETING MINUTES
The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on May 11, 2020. The council members present were Mayor M. Stein Baughman, Thomas Nation, Robert Allen, Caroline Gatson, Ricky Johnikin, and Jerry Taylor
The roll was called and with a quorum present Mayor Baughman called the meeting to order. Invocation was offered by Taylor.
As state law requires, Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.
On motion by Gatson, seconded by Allen and unanimously approved to approve the minutes from the March 9, 2020, regular meeting. (No meeting was held in April, 2020, due to COVID-19)
On motion by Taylor, seconded by Nation and unanimously approved to approve the payables from March and April.
On motion by Taylor, seconded by Allen and unanimously approved to accept the monthly revenue and expenditure report as presented.
On motion by Allen, seconded by Gatson and approved with one nay from Taylor, to issue a Class “A” liquor license to Rhett’s Tails and Shells located at 125 Old Hwy 15.
On motion by Taylor, seconded by Gatson and unanimously approved to select Garrett & Garrett, CPA firm as the town’s auditors for the 2019/2020 fiscal year.
On motion by Allen, seconded by Gatson and unanimously approved to adopt Resolution No 02-20 pertaining to Wastewater Pollution Prevention.
RESOLUTION NO 02-20
Resolved that the Town of Farmerville informs the LA Department of Environmental Quality
that the following actions were taken by Town Council:
Resolved the Municipal Water Pollution Prevention Environmental Audit Report for January 1, 2019 – December 31, 2019 is attached to this resolution.
Set forth the following actions necessary to maintain permit requirements contained in the LA Pollution Discharge Elimination System (LPDES) permit #LA0039888.
To continue being good environmental stewards by maintaining our wastewater treatment plant and continuing required analytical analysis in accordance with our current LDEQ permit, including monthly monitoring of influent CBOD.
Pass by a unanimous vote of the Town Council on this 11th day of May, 2020.
On motion by Taylor, seconded by Gatson and unanimously approved to approve the selection committees recommendation of Meyer, Meyer LaCroix & Hixson, Inc., for engineering and related services for our LWI Round 1 Application.
On motion by Taylor, seconded by Johnikin and unanimously approved to approve the selection committees recommendation of Frye - MaGee, LLC, as Administrative Consultant for preparation and implementation of LWI CDBG Application.
On motion by Taylor, seconded by Allen and unanimously approved to postpone the implementation of Public Works Director until the new administration begins.
There being no further business to come before the council, Mayor Baughman declared this meeting adjourned this the 11th day of May, 2020, upon motion by Gatson, seconded by Allen and unanimously approved.
