Town of Farmerville Regular Meeting Minutes for March 2023

The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, March 13, 2023.  The council members present were Mayor John Crow, Alderman  Robert Allen, Thomas Nation, Caroline Gatson, Kerry Hill, and Ricky Johnikin. 

The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Charlie Ellison. 

As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

On motion by Gatson, seconded by Johnikin and unanimously approved to approve the minutes from February 13, 2023, regular meeting.

On motion by Allen, seconded by Nation and unanimously approved to approve the payables from February, 2023.

On motion by Gatson,  seconded by Johnikin and unanimously approved to accept the monthly revenue and expenditure report for January as presented.

On motion by Nation, seconded by Johnikin and unanimously approved to appoint Charquel Phillips as Street Supervisor for a ninety day probation period.

On motion by Hill, seconded by Gatson and unanimously approved to authorize the mayor to sign agreement with The Riley Company for LS#10 improvements and to move forward with the project.

On motion by Hill, seconded by Gatson and unanimously approved to sign agreement with The Riley Company for improvements to Well #5 at Foster Farms and to move forward with the project.

On motion by Hill, seconded by Gatson and unanimously approved to adopt Resolution No 01-23 pertaining to our Municipal Water Pollution Prevention Environmental Audit.

On motion by Gatson, seconded by Johnikin and unanimously approved to adopt Resolution No 02-23 pertaining to Love Louisiana Splash Pad Project.

On motion by Hill, seconded by Johnikin and unanimously approved the following Notice of Intent:

NOTICE OF INTENT TO CALL AN ELECTION

Notice is hereby given in accordance with Section 19.1 of Title 42 of the Louisiana Revised Statutes of 1950, as amended, that the Mayor and Board of Aldermen, acting as the governing authority of the Town of Farmerville, State of Louisiana (the "Town"), at its regularly scheduled meeting on April 10, 2023, at its regular meeting place, Town Hall, 407 S. Main Street, Farmerville, LA, at 5:00 p.m., will discuss and consider adopting a resolution ordering and calling an election, to authorize the continuation of an existing ad valorem tax on all property subject to taxation with the Town for the purpose of acquiring, constructing, improving, maintaining and/or operating fire protection facilities and for purchasing fire trucks and other firefighting equipment for the Town, and upon approval by the qualified voters therein, and if passed, for such tax to be levied thereafter.

By TOWN OF FARMERVILLE, STATE OF LOUISIANA

On motion by Hill, seconded by Gatson and unanimously approved to amend the budget by adding $20,000 to the Sales Bond(Recreation) Budget for the purchase of a new mat for the gym floor.

On motion by Nation, seconded by Gatson and unanimously approved to make the following changes to the Town’s Personnel Policy:

Compensatory Time(Comp Time)

Comp time is earned as straight time for all exempt(salaried) employees and time and half for non-exempt(hourly) employees that wish to receive comp time in place of over time.

Overtime Pay for Exempt Employees:

In the event of local disasters and emergency situation(that are approved by the mayor), an exempt employee may be compensated an amount equal to time and a half(1.5) their calculated hourly rate.

On motion by Allen, seconded by Nation and unanimously to approve the following action taken by the Zoning Commission:

1.  To change the zoning classification on the property belonging to Gus D. Warren,                               located at 206 Martin Luther King Dr to R3.

2.  To change the zoning classification on the property belonging to Joseph Jones, located                      at 1302 Martin Luther King Drive to R3. 

        

There being no further business to come before the council Mayor Crow adjourned this meeting the 13th day of March, 2023.  Upon motion by Gatson, seconded by Johnikin and unanimously approved.
