Regular Meeting
June 12, 2023
The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, June 12, 2023. The council members present were Mayor John Crow, Alderman Robert Allen, Caroline Gatson, Ricky Johnikin, Kerry Hill and Thomas Nation.
The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Keith Jeselink.
As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.
On motion by Gatson, seconded by Hill and unanimously approved to approve the minutes from
May 8, 2023, regular meeting.
On motion by Allen, seconded by Johnikin and unanimously approved to approve the payables from May, 2023.
On motion by Gatson, seconded by Nation and unanimously approved to accept the monthly revenue and expenditure report for April as presented.
At this time a public hearing was held to hear the views and opinions from citizens concerning adoption of Ordinance No 01-23 pertaining to annexation.
On motion by Hill, seconded by Johnikin and unanimously approved to adopt Ordinance No 01-23 pertaining to annexation of property located on Hwy 2 West.
At this time Alderman Allen introduced Ordinance No 03-23 pertaining to the zoning of annexed property located on Hwy 2 West.
On motion by Hill, seconded by Gatson and unanimously approved to pay employees that are required to have a Town phone but prefer to use their personal phones a Personal Device Allowance(PDA) of $50 a month in lieu of being issued a Town phone.
On motion by Hill, seconded by Gatson and unanimously approved to authorize the Mayor to sign an agreement to retain the services of Napoli Shkolnik, PLLC, Attorneys at Law, for PFAS Cost Recovery Program.
On motion by Gatson, seconded by Johnikin and unanimously approved to appoint “The Gazette,” as the official journal for the town for 2023/2024 fiscal year.
At this time Alderman Johnikin introduced the 2023/2024 budget for consideration. Copies of proposed budget are available for inspection at Farmerville Town Hall. A public hearing will be held to consider said budget for adoption.
On motion by Gatson, seconded by Allen and unanimously to approve the following action taken by the Zoning Commission:
1. To change the zoning classification on the property belonging to Leslie Rochelle located at 707 Mapel St. to R3.
There being no further business to come before the council Mayor Crow adjourned this meeting the 12th day of June, 2023. Upon motion by Gatson, seconded by Johnikin and unanimously approved.
