Regular Meeting
June 9, 2025
The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, June 9, 2025. The council members present were Mayor John Crow, Alderman Robert Allen, Caroline Gatson, Ricky Johnikin, Kerry Hill and Thomas Nation.
The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Rev. Tommy Carr.
On motion by Allen, seconded by Hill and unanimously approved to add item No 6 - Accept bids and award contract for Teen Center to the agenda.
As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.
On motion by Gatson, seconded by Allen and unanimously approved to approve the minutes from May 12, 2025 regular meeting the June 5, 2025 special meeting.
On motion by Allen, seconded by Nation and unanimously approved to approve the payables from May.
On motion by Gatson, seconded by Johnikin and unanimously approved to accept the monthly revenue and expenditure report for April as presented.
On motion by Nation, seconded by Allen and unanimously approved to be a $3000 sponsor for the Zion Hill Community Outreach Ministries Back to School Program.
On motion by Gatson, seconded by Allen and unanimously approved to declare The “Gazette” has our official journal for 2025/2026 fiscal year.
On motion by Hill, seconded by Gatson and unanimously approved to select Heard, McClroy & Vestal as auditor for the 2024/2025 audit.
On motion by Allen, seconded by Gatson and unanimously approved to adopt Resolution No 05-25 pertaining to Clean Water State Revolving Loan Fund for sewer.
RESOLUTION NO 05-25
WHEREAS the Town of Farmerville is in need of Wastewater Treatment Plant Rehabilitation; and,
WHEREAS loans and/or grants for this project may be available through the Clean Water State Revolving Fund loan program operated by the Louisiana Department of Environmental Quality:
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Farmerville that:
Section 1. The Mayor is hereby authorized to submit an application, and issue debt in the amount of $4,240,000 to the Department of Environmental Quality on behalf of the Town of Farmerville for the purpose of placing this project on the Project Priority List for funding through the Clean Water State Revolving Fund loan program; and,
Section 2. The Mayor is further authorized to furnish such additional information as may reasonably be requested in connection with the pre-application; and,
Section 3. The Mayor is hereby designated as the Official Project Representative and is hereby given signature authority for all relative documents for the Town of Farmerville for any project that may result from the submission of the application.
Section 4. The Engineer for the project is designated to be Meyer, Meyer, LaCroix & Hixson, Inc.
A MOTION TO ADOPT the above resolution was made by Allen , seconded by Gatson , and resulted in the following vote:
AYES: ALLEN, NATION, JOHNIKIN, HILL, GATSON
NAYS: NONE
ABSENT: NONE
ABSTAINING: NONE
At this time Alderman Johnikin introduced the 2025/2026 Proposed Budget for consideration at a special meeting to be held on June 30, 2025.
On motion by Hill, seconded by Gatson and unanimously approved to award the contract for the Teen Center to Don Barron Contractor, Inc with a low bid of $852,600 and authorize the mayor to sign award contract and all necessary documents pertaining to this project.
There being no further business to come before the council, Mayor Crow, declared this meeting adjourned this 9th day of June, 2025, on motion by Gatson, seconded by Hill.
