MEETING MINUTES

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on July 13, 2020. The council members present were Mayor M. Stein Baughman, Thomas Nation, Robert Allen, Caroline Gatson, Ricky Johnikin, and Jerry Taylor.

The roll was called and with a quorum present Mayor Baughman called the meeting to order. Invocation was offered by Taylor.

As state law requires, Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

On motion by Taylor, seconded by Gatson and unanimously approved to approve the minutes from the June 8, 2020, regular meeting and June 22, 2020 special meeting.

On motion by Taylor, seconded by Allen and unanimously approved to approve the payables from June 2020.

On motion by Taylor, seconded by Gatson and unanimously approved to accept the monthly revenue and expenditure report as presented.

On motion by Gatson, seconded by Taylor and unanimously approved to transfer 2% Fire Insurance rebate to Volunteer Fire Department.

On motion Allen and seconded by Gatson and unanimously approved to adopt Resolution No 09-20 pertaining to the purchase of a building.

RESOLUTION 09-20

WHEREAS the Town of Farmerville is in the market for a building with sufficient parking and drive thru and night deposit for use as a Town Hall; and
WHEREAS representatives of the Town of Farmerville have entered into negotiations for a building owned by the Marion Investment Corporation, formerly used as the Marion State Bank in Farmerville, Louisiana located at 1024 Sterlington Hwy. and
WHEREAS an agreement has been arrived at wherein Marion Investment Corporation will sell the land and building located at 1024 Sterlington Hwy. for the price and sum of $200,000.00 and accept the difference between $200,000.00 and the appraised value, expected to exceed $300,000.00 as a deductible Federal Income Tax donation; and THEREFORE BE IT RESOLVED that the Farmerville Town Alderman does hereby authorize the purchase by the Town of Farmerville the .32 acre tract in the NE ¼ of NW ¼ of Sec. 32, T21N, R1E, having a municipal address of 1024 Sterlington Hwy., Farmerville, LA 71241 from Marion Investment Corporation for the sum of $200,000.00 and granting and acknowledging the difference between the sale price of $200,000.00 and the appraised value as a donation acceptable as a deduction on their federal income tax return, with the condition and understanding that Marion Investment Corporation will restore the drive thru service window to its former operational status, and subject to clearance of all necessary inspection of the structure, air and heat units, plumbing use and all other necessary amenities needed for its intended use; and


BE IT FURTHER RESOLVED, that the Farmerville Town Alderman do hereby authorize Mayor M. Stein Baughman, Jr. to sign any and all documents and enter into any and all necessary negotiations or agreements, which he in his sole discretion deems necessary to carry out and accomplish the purchase of and the intended use of the building as set forth herein.
THUS ADOPTED AND PASSED at a regular meeting of the Mayor and Farmerville Town Alderman, at which meeting a quorum was present, and the vote was as follows, to-wit:

ABSENT: NONE

On motion by Allen, seconded by Nation and unanimously approved to approve the Water Department Write-Off List as presented by Karen Brown.

There being no further business to come before the council this meeting was adjourned this the 13th day of July, 2020, by Mayor Baughman, upon motion by Gatson, seconded by Taylor.
