Regular Meeting

July 14, 2025

The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, July 14, 2025. The council members present were Mayor John Crow, Alderman Robert Allen, Caroline Gatson, and Thomas Nation. Alderman Ricky Johnikin and Kerry Hill were absent.

The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Oliver Neal.

As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

On motion by Gatson, seconded by Allen and unanimously approved to approve the minutes from June 9, 2025, regular meeting, June 30, 2025.

On motion by Allen, seconded by Nation and unanimously approved to approve the payables from June.

On motion by Gatson, seconded by Allen and unanimously approved to accept the monthly revenue and expenditure report for May as presented.

A public hearing was held at this time to hear the views and opinions of citizens concerning the adoption of Ordinance No 02-25 and Ordinance No 03-25.

Alderman Kerry Hill came in at this time.

On motion by Gatson, seconded by Nation and unanimously approved to Adopt Ordinance No 03-25, pertaining to Sewer Rates.

ORDINANCE #03-25

AN ORDINANCE TO AMEND THE CODE OF THE TOWN OF FARMERVILLE BY AMENDING AND ADDING TO SECTION 9-69 PERTAINING TO SEWER RATES

WHEREAS, the Town Council of the Town of Farmerville desires to amend the Code of Ordinances of the TOWN OF FARMERVILLE, LOUISIANA, to amend CHAPTER 9, ARTICLE 3, BY AMENDING SECTION 9-69(a)(1)(b) and (5) and BY ADDING SECTION 9-69(a)(6) pertaining to Sewer Rates. BE IT ORDAINED by the TOWN COUNCIL of the TOWN OF FARMERVILLE, that CHAPTER 9, ARTICLE 3, of The Code of Ordinances of the TOWN OF FARMERVILLE, LOUISIANA, is hereby amended to amend SECTION 9-69(a)(1)(b) and (5) and add SECTION 9-69(a)(6), to-wit: Sec. 9-69 Rates and charges – Monthly service; tapping and reconnection charges. 1. The uniform monthly rates and charges for sewer services are hereby adopted as follows: $8.33 per 1,000 gallons of water used above the 2000 gallon minimum for inside town limits services. $9.33 per 1,000 gallons of water used above the 2,000 gallon minimum for outside town limits services (5) The Institutional sewer rate for services shall be $6.33 per 1000 gallons of water used. (6) All sewer rates shall automatically increase 3 % per year effective July 1 annually, beginning July 1, 2026. NOW THEREFORE BE IT ORDAINED, that if any provision in this Ordinance shall be held to be invalid, such invalidity shall not affect other provisions herein which can be given effect without the invalid provision and to this end the provisions of this ordinance are hereby declared to be severable. THIS ordinance shall become effective July 1, 2025.

ORDINANCE #02-25

AN ORDINANCE DECLARING IMMOVABLE PROPERTY AS SURPLUS PROPERTY AND PROVIDING FOR THE ADVERTISING FOR BIDS AND DISPOSITION BY PUBLIC SALE

WHEREAS, La. R.S. 33:4712 authorizes municipalities to sell property owned by municipalities and declare property as surplus property, and WHEREAS, the TOWN OF FARMERVILLE obtained the hereinafter described property, in an Exchange Deed, for use as a parking lot, which lot very seldom was used for parking and in order to promote business and economic development, desires to sell said lot in downtown Farmerville to be used for a business location. BE IT ORDAINED that the Board of Alderman of the TOWN OF FARMERVILLE, hereby declare the following tract of immovable property to be surplus property, to-wit: A tract of land located at the corner of West Bayou and North Main, being 106 W. Bayou and 102 S. Main St., Farmerville, LA, described as follows, to-wit: A certain parcel of land being a portion of, but not limited to, Lot 92 of Block 4 of the Town of Farmerville and situated in Section 30, T21N, R1E, Union Parish, Louisiana and being more particularly described as follows, to-wit: Commencing at a 3 inch iron pipe found in concrete representing the NE corner of Section 30, T21N, R1E, thence 4,510.51 feet South and 2,482.60 feet West to the NE building corner of Baughman’s City Drug building representing the NE corner of said Block 4 and said corner is at the intersection of the South line of Bayou Street and the West line of Main Street; thence South along the east line of said building 46.4 feet to the intersection of said line and the centerline of the wall separating said building and the Farmerville Office and Teachers Supply building; thence West along the centerline of said wall 60.1 feet to the corner of said wall; thence South along the centerline of said wall 20.6 feet to the South line of said supply building, said building line abuts the north building line of the Selig & Baughman Hardware Co., Inc. building; thence East along the south line of said supply building 60.1 feet to the SE corner of said supply building; thence North along the east line of said supply building which is also the west line of Main Street, 20.6 feet to the POINT OF BEGINNING; together with all improvements situated thereon and thereto belonging. AND A certain parcel of land being a portion of, but not limited to, Lots 92, 93, 94 and 95 of Block 4 of the Town of Farmerville and situated in Section 30, T21N, R1E, Union Parish, Louisiana and being more particularly described as follows, to-wit: Commencing at a 3 inch iron pipe found in concrete representing the NE corner of Section 30, T21N, R1E, thence 4,510.51 feet South and 2,482.60 feet West to the NE building corner of Baughman’s City Drug building representing the NE corner of Block 4 of the Town of Farmerville and said corner is at the intersection of the south line of Bayou Street and the west line of Main Street marking the POINT OF BEGINNING; thence South along said Baughman’s building 46.4 feet to the centerline of the wall separating said building and the Farmerville Office and Teachers Supply building; thence West along said wall 60.1 feet to the corner of said wall; thence South along the centerline of said wall 20.6 feet to the south building line of said Baughman’s building, said building lines abuts the north building line of the Selig & Baughman Hardware Co., Inc.; thence West along the south building line of said Baughman’s City Drug building and its extension to the west line of said Block 4; thence North along said west line 67.0 feet to the NW corner of said block; thence East along the North line of said block 150.00 feet to the POINT OF BEGINNING. LESS AND EXCEPT A reservation by the Town of Farmerville of all the oil, gas and other liquid or gaseous hydrocarbons located in or under the above described property. This mineral reservation is subject to a no drilling clause on any of the above described property. MINIMUM PRICE: $89,500.00 TERMS: The property can only be used for business purposes. The sale must close not more than 60 days after the Mayor and Board of Alderman of the TOWN OF FARMERVILLE accepts the successful bid. R.S. 41:1338 which requires that the TOWN OF FARMERVILLE, a political subdivision of the State of Louisiana offer to sell the above described property back to the original vendor does not apply as the vendor waived said right. The TOWN OF FARMERVILLE reserves the right to reject any and all bids. BE IT FURTHER ORDAINED that advertisement for bids be published and that the Mayor of Farmerville is hereby authorized to take any and all steps and sign any and all documents necessary, in his sole discretion, to carry out the sale as set forth herein.

On motion by Allen, seconded by Hill and unanimously approved to adopt Resolution No 06-25, pertaining to the adoption of millage rates for 2025.

At this time Alderman Hill introduced Ordinance 4-25 pertaining to garbage rates for roll-off containers. A public hearing will be held at the next regular meeting of the Council.

On motion by Allen, seconded by Gatson and unanimously approved to purchase the sanitation truck that we are renting from Scott Truck and Tractor.

On motion by Gatson, seconded by Allen and unanimously approved to confirm the following action taken by the Farmerville Zoning Commission:

  • To change the zone classification for property belonging to Bim Coulberston located at 513 E. Green Street to R3.

There being no further business to come before the council, Mayor Crow declared this meeting adjourned this 14th day of July, 2025, on motion by Gatson, seconded by Hill.
