Regular Meeting

July 10, 2023

The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, July 10 , 2023.  The council members present were Mayor John Crow, Alderman Robert Allen, Caroline Gatson, Ricky Johnikin, Kerry Hill and Thomas Nation.

The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Keith Jeselink. 

 

As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

 

On motion by Gatson, seconded by Nation and unanimously approved to approve the minutes from

June, 12, 2023, regular meeting and June 26, 2023, special meeting.

On motion by Allen, seconded by Johnikin and unanimously approved to approve the payables from June, 2023.

 

On motion by Gatson, seconded by Johnikin and unanimously approved to accept the monthly revenue and expenditure report for May as presented.

At this time a public hearing was held to hear the views and opinions from citizens concerning adoption of Ordinance No 03-23 pertaining to zoning of annexed property.

On motion by Hill, seconded by Johnikin and unanimously approved to adopt Ordinance No 03-23 pertaining to zoning of annexed  property located on Hwy 2 West.

ORDINANCE #03-23

AN ORDINANCE TO ZONE

PROPERTY ANNEXED BY THE TOWN OF FARMERVILLE

WHEREAS, Ordinance Number 01-23 Annexed a plot of land into the corporate limits of the Town of Farmerville, and 

WHEREAS, Section 2.05 of the Zoning Ordinance, of the Town of Farmerville as codified as Appendix A to the Code of Ordinances provides that territory annexed may be zoned by ordinance after public hearing.

 

SECTION 1: BE IT ORDAINED, by the Mayor and Board of Alderman of the Town of Farmerville, Louisiana, that the following described tract of land annexed by Ordinance Number 01-23 is hereby zoned as R-3, to-wit:

A parcel of land, situated in the Northwest 1/4 of the Northwest 1/4 of Section 25, Township 21 North, Range 1 West, Land District North of Red River, Union Parish, Louisiana and being more particularly described as follows:

Commencing at a 3/4 inch iron pipe set over a 60d nail found at the Northwest corner of Section 25, T21N, R1W; thence South 87 degrees 24 minutes 06 seconds East along the North line of said Section 25, a distance of 480.20 feet to a 1/2 inch iron pipe set (whence North 00 degrees 17 minutes 15 seconds West, 5.50 feet to a 1/2 inch rebar found) at the Northwest corner of a certain parcel conveyed to James Brian Booth, et ux in Conveyance Book 919, page 124 and the POINT OF BEGINNING of herein described parcel; thence South 00 degrees 17 minutes 15 seconds East along the West line of said Booth parcel (CB 919 PG 124), a distance of 488.06 feet to a 1/2 inch iron pipe set (whence South 00 degrees 17 minutes 15 seconds East, 10.85 feet to a 3/4 inch iron pipe found) at the Southwest corner thereof, also being on the Northerly right of way of “Louisiana Highway No. 2” (State Project No. 6501); thence South 89 degrees 41 minutes 43 seconds East along the said Northerly right of way of “Louisiana Highway No. 2”, a distance of 210.28 feet to a 1/2 inch iron pipe set (whence South 00 degrees 23 minutes 11 seconds East, 13.04 feet to a 3/4 inch iron pipe found) at the Southeast corner of aforesaid Booth parcel (CB 919 PG 124); thence North 00 degrees 23 minutes 11 seconds West along the East line of said Booth parcel (CB 919 PG 124), a distance of 479.68 feet to a 1/2 inch iron pipe set (whence North 00 degrees 23 minutes 11 seconds West, 8.00 feet to a 3/4 inch iron pipe found) on the aforesaid North line of Section 25 and the Northeast corner of said Booth parcel (CB 919 PG 124); thence North 87 degrees 24 minutes 06 seconds West along the said North line of Section 25, a distance of 209.71 feet to the POINT OF BEGINNING, containing 2.33 acres and being subject to any easements, servitudes or rights of way thereon and/or of record.

SECTION 2: BE IT ORDAINED, that if any provision in this Ordinance shall be held to be invalid, such invalidity shall not affect other provisions herein, which can be given effect without the invalid provision, and to this end the provisions of this ordinance are hereby declared to be severable.

 

Introduced the 12th day of June, 2023.

After hearing conducted and reading of the above, section by section, the vote was as follows, to wit:

The ordinance was declared adopted this 10th day of July, 2023.

On motion by Gatson, seconded b y Johnikin and unanimously approved to select the Jeff Maxwell, CPA, as auditor for the 2022/2023 audit.

On motion by Hill, seconded by Allen and unanimously approved to approve the legislative audit questionnaire for 2022/2023 fiscal year.

On motion by Johnikin, seconded by Gatson and unanimously approved to be a $3000 sponsor for the Union Parish Back to School Backpack Program.

On motion by Hill, seconded by Allen and unanimously approved to authorize the mayor to sign a Cooperative Endeavor Agreement with Louisiana Department of  Wildlife and Fisheries allowing them to place a portable building on town property for a Chronic Wasting Disease Drop-Off Location adjacent to Farmers Market on Thomas Street.

On motion by Hill, seconded by Gatson and unanimously approved to adopt Resolution No 05-23 authorizing mayor to sign agreement with Arnet Smith Baseball Complex accepting the donation of property located on Hwy 828.

RESOLUTION NO. 05-23

TOWN OF FARMERVILLE

WHEREAS THE TOWN OF FARMERVILLE, desiring to promote tourism, economic benefits and recreation for its citizens, entered  into a Co-Operative Endeavor Agreement with Arnet Smith Baseball Complex Inc.

WHEREAS, ARNET SMITH BASEBALL COMPLEX INC is a non-profit corporation that owns the Arnet Smith Baseball Complex, and said non-profit lacks the revenue needed to repair, maintain and or expand the complex.

ARNET SMITH BASEBALL COMPLEX INC has agreed to donate the baseball complex to the TOWN OF FARMERVILLE and the said town and the non-profit corporation will continue to use, operate and maintain the complex for sporting and athletic events in accordance with the 2022 Co-Operative Endeavor Agreement they previously entered into.

BE IT RESOLVED that the Farmerville Board of Alderman do hereby authorize Mayor John Crow to accept a donation of the ball park known as the Arnet Smith Baseball Complex from Arnet Smith Baseball Complex Inc and he is further authorized to sign any and all documents needed to accomplish said purpose, with the terms and conditions he deems necessary in the premise including adding, changing existing Co-operative Endeavor Agreements  or entering new agreements.  

Thus adopted at a regular meeting of the Town Council on this the 10th day of June, 2023.

On motion by Gatson, seconded by Johnikin and unanimously approved to approve flow test on fire hydrants for fire rating purposes.

On motion by Johnikin, seconded by Gatson and unanimously approved to get estimates for construction bathroom facilities at the walking track at the Willie Davis Recreation Center.

 

There being no further business to come before the council Mayor Crow adjourned this meeting the 10th  day of July, 2023.  Upon motion by Gatson, seconded by Hill and unanimously approved.
