Town of Farmerville is seeking assistance for engineering related to the Louisiana Office of Community Development LCDBG Make A Difference funding for FY 2026-2027. The type of project involved requires planning improvements to playground and park structures on Town property. Work may include, but not be limited to, plans, specifications, and related work. Should the application be successful, the selected firm will also provide construction related services.
Town of Farmerville is seeking an experienced engineer with the best work plan and proven experience to accomplish it. As per procurement guidelines from LCDBG, a proposal, bid or other type of offer cannot be accepted from a potential contractor that provided any assistance or guidance in developing, drafting, or preparing this RFQ.
The Town of Farmerville, with a population of approximately 3,000 people is located in Union Parish, Louisiana. The nearest metropolitan statistical area [MSA] is Monroe, Louisiana and is approximately 25 miles away.
The Town of Farmerville seeks to expand the offerings of Unity Park on existing property to include an all-inclusive playground area, an asphalt walking path, to repurpose an existing concrete pad into a sports court, and to add a covered pavilion. Other needs include expanded asphalt parking and improvement of drainage issues in the existing park area. No acquisition is required.

Because the Scope of Work includes several items with uncertain performance requirements, it is the intent of the Town of Farmerville to award a cost reimbursement contract with a completion form statement of work. Pricing will be established on a billable hours basis with payments to be made on a task or partial completion basis. The definitions of these terms can be found on the “Procurement Components” spreadsheet at the OCD-LGA website Forms and Information - Louisiana Division of Administration.
Town of Farmerville will select a firm based on Threshold Requirements and Scoring Criteria. The selected firm must meet the minimum Threshold Requirements detailed below. Respondents that do not meet the Threshold Requirements will be excluded from competition for this service. It is the intention of the Town to make a selection based upon written materials submitted by the proposers and not conduct any oral interviews as part of the selection process.
Respondents must meet the following requirements to be considered for this service. Each item listed below should be presented in the response in such a manner that the Town can easily determine the firm's eligibility:
After the initial threshold review is complete, the Town will determine all eligible firms and score each submittal based on the factors detailed below. Respondents will be evaluated based on the written materials submitted. All respondents should address in detail the items listed below:
Respondents must provide a work plan to assess the project's feasibility related to the goals and objectives of the program with consideration of the overall LCDBG program requirements. This item must address the performance items identified in the Scope of Work above and project feasibility to determine:

Respondent or Respondent's Principals must have a minimum experience of TWO (2) park improvement projects. Projects listed must have been designed or constructed in the past FIVE (5) years. Respondents should provide a list and/or description of similar projects, including client name, type of project, project funding source, and total project cost. After review of the minimum experience required above, respondents will be evaluated based on the following points:

The assigned score will be based on written material provided from each respondent. Respondent must identify the staff by job title that will be assigned for the Town of Farmerville’s Projects.

Respondents must state how long the firm has been in business. The Respondent must have a minimum of five (5) years of conducting business in Louisiana. After review of the minimum requirement, respondents will be evaluated based on the following points:

Town of Farmerville will determine which firm will be selected that is most advantageous. Unsuccessful firms will be notified as soon as possible.
Louisiana State law prohibits using price or cost as a selection factor for design services. Federal procurement regulations prohibit using “percentage of construction costs” contracting, so the Town will establish fair and reasonable compensation for the contractor through negotiation of tasks established in the contract Statement of Work. Offerors must provide cost data with their response to this RFQ. In accordance with procurement guidance; offerors must provide a minimum of the estimated hours per task and the hourly rate of personnel (by job title) performing the task. To be considered for this service, Qualification Statements must be received by the Town of Farmerville prior to 9:00 a.m. on December 12, 2025. Respondents must submit to the Town of Farmerville the information required to assign points for the ranking criteria described above. Respondents must submit three (3) copies of their response to this request.
