Regular Meeting
February 10, 2020

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on February 10, 2020. The council members present were Mayor M. Stein Baughman, Thomas Nation, Robert Allen, Caroline Gatson, Ricky Johnikin, and Jerry Taylor

The roll was called and with a quorum present Mayor Baughman called the meeting to order. Invocation was offered by Taylor.

As state law requires, Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

On motion by Gatson, seconded by Taylor and unanimously approved to approve the minutes from the January 13, 2020, regular meeting.

On motion by Taylor, seconded by Allen and unanimously approved to approve the payables from January.

On motion by Gatson, seconded by Johnikin and unanimously approved to accept the monthly revenue and expenditure report as presented.

On motion by Gatson, seconded by Allen and unanimously approved to approve the request to close the streets downtown for the Union Black Heritage Celebration.

On motion by Taylor, seconded by Allen to adopt Resolution No 02-20 authorizing the mayor to sign all necessary documents pertaining to the lease/buy back agreement for a new roll off truck.

At this time Taylor introduced Ordinance No 01-20 pertaining to annexation of property located on Williams Road.

On motion by Taylor, seconded by Allen and unanimously approved to adopt Resolution No 01-20 pertaining to Union Lincoln Water Initiative Funds for use by Sparta.

 

RESOLUTION NO. 01-20

RESOLUTION AUTHORIZING THE UNION-LINCOLN REGIONAL WATER SUPPLY INITIATIVE TO TRANSFER FUNDS TO THE SPARTA GROUNDWATER CONSERVATION DISTRICT

WHEREAS, the Town of Farmerville (the “Town”), authorized the contribution of an amount not greater than one-fourth (1/4) of the appraised value of property (the “Property”) situated near D’Arbonne Lake to facilitate the purchase of the Property by the Union-Lincoln Regional Water Supply Initiative (the “ULRWSI”) for use as a location for a water treatment facility; and,

WHEREAS, the Town provided ULRWSI a total of Thirty-Two Thousand One Hundred Dollars ($32,100.00) (the “Property Purchase Funds”) for the purchase of the Property and related expenses; and,

WHEREAS, ULRWSI did not purchase the Property but still has possession of the Property Purchase Funds and ULRWSI now desires to provide the Property Purchase Funds in the amount of $32,100.00, or remaining part thereof, to the Sparta Groundwater Conservation District for use in connection with conservation of the Sparta Aquifer and/or acquisition of a grant or grants for said purpose.

NOW, THEREFORE, BE IT RESOLVED BY THE FARMERVILLE BOARD OF ALDERMAN:

§1. The Town authorizes ULRWSI to transfer the Property Purchase Funds in an amount up to Thirty-Two Thousand One Hundred Dollars ($32,100.00) contributed by the Town to ULRWSI to the Sparta Groundwater Conservation District for use in connection with conservation of the Sparta Aquifer and/or acquisition of a grant or grants for said purposes.

§2. The Mayor is authorized and empowered to execute all documents and to do any and all things necessary and proper to carry out this Resolution and to fulfill its objects and purposes.

§3. This Resolution shall become effective upon final adoption and signature of the Mayor.

Said Resolution having been read and considered by a quorum of the Farmerville Board of Alderman, on motion to adopt by Taylor, seconded by Allen, a record vote was taken and the following result was had:

YEA: ALLEN, NATION, GATSON, JOHNIKIN, TAYLOR

NAY: NONE

ABSENT: NONE

ABSTAIN: NONE

WHEREUPON, the presiding officer declared the above Resolution duly adopted in full on this the 10th day of February, 2020.

There being no further business to come before the council, Mayor Baughman declared this meeting adjorned this the 10th day of February, 2020, upon motion by Taylor, seconded by Gatson and unanimously approved.

JANUARY 13 2020 - Minutes

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on January 13, 2020. The council members present were Mayor M. Stein Baughman, Thomas Nation, Robert Allen, Caroline Gatson, and Ricky Johnikin. Alderman Jerry Taylor was absent.

The roll was called and with a quorum present Mayor Baughman called the meeting to order. Invocation was offered by Johnikin.

As state law requires, Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

On motion by Gatson, seconded by Allen and unanimously approved to approve the minutes from the December 9, 2019 regular meeting, December 12, 2019, and December 30, 2019 special meetings.

On motion by Allen, seconded by Nation and unanimously approved to approve the payables from December.

On motion by Gatson, seconded by Johnikin and unanimously approved to accept the monthly revenue and expenditure report as presented.

At this time Mayor Baughman named Mayor Pro-tem Taylor as chairman of a Christmas Light committee and requested that he pick his own committee members.

On motion by Allen, seconded by Johninkin and unanimously approved to approve the renewal of the following liquor license:

Anderson’s Sport Center Class “B” Retail Liquor
Ol’ Hickory Café Class “A”
El Jarrito Mexican Grill Class “A” Retail Liquor

On motion by Allen, seconded by Nation and unanimously approved to implement a Work Order system beginning in February 2020.

On motion by Gatson, seconded by Allen and unanimously approved to approve the requested street closures in downtown area for the Mardi Gras Parade and Jambalaya Cook-off on February 8, 2020.

On motion by Allen, seconded by Gatson and unanimously approved to be a $2500.00 sponsor for the Union Black Heritage 27th Annual Festival.

On motion by Gatson, seconded by Allen and unanimously approved to approve the following action taken by the Farmerville Zoning Commission:

1. To approved the zoning change for property belonging to D & J Construction located at Dozier Creek Island Drive to R3.

There being no further business to come before the council, Mayor Baughman declared this meeting adjorned this the 13th day of January, 2020, upon motion by Gatson, seconded by Allen and unanimously approved.

DECEMBER 9th 2019 - Minutes

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on December 9, 2019.  The council members present were Mayor M. Stein Baughman, Thomas Nation,  Robert Allen, Caroline Gatson, and Ricky Johnikin.  Alderman Jerry Taylor was absent.

The roll was called and with a quorum present Mayor Baughman called the meeting to order.  Invocation was offered by Johnikin.
    
As state law requires, Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.
        
On motion by Gatson, seconded by Johnikin and unanimously approved to approve the minutes from the November 12, 2019 regular meeting.

On motion by Allen, seconded by Gatson and unanimously approved to approve the payables from November.

Alderman Jerry Taylor entered the meeting at this time.

On motion by Taylor, seconded by Allen and unanimously approved to accept the monthly revenue and expenditure report as presented.

On motion by Allen, seconded by Taylor and unanimously approved to advertise for bids on a roll-off truck for the sanitation department upon approval of the specifications by Sanitation Supervisor.

On motion by Allen, seconded by Gatson and unanimously approved to authorize the Fire Department to enter into a Cooperative Endeavor Agreement with 911.

On motion by Gatson, seconded by Nation and unanimously approved to be a $1,000 sponsor for the Teens Crappie Fishing Tournament to be held on Lake Darbonnne.

On motion by Allen, seconded by Johnikin and approved with one Nay from Taylor to approved the following liquor license renewals:

Walmart Store  #1110 — Class “B” Retail Liquor
EZ Pak — Class “B” Retail Liquor
One Stop — Class “B” Retail Liquor
Mini Mart — Class “B” Retail Liquor
Siya Enterprises — Class “B” Retail Liquor

On motion by Nation, seconded by Gatson and unanimously approved to allow the University of Mississippi to put low frequency microphones at the WWTP on Downsville Street to study tornadoes.

On motion by Gatson, seconded by Allen an unanimously approved to add $8,000 to the 2020 Budget for the purchase of new desktop computers for Town Hall.
    
On motion by Gatson, seconded by Allen and unanimously approved to approve the following action taken by the Farmerville Zoning Commission:

1.  To approve the zoning change for property belonging to Ronnie Grisby and LaRhonda Starks, located 114 Talton Rd to R3

2.  To approve the zoning change for property belonging to 2 Sons, LLC located at 896 Highland Drive to R3.            
    
There being no further business to come before the council, Mayor Baughman declared this meeting adjorned this the 9th day of December, 2019, upon motion by Allen, seconded by Johnikin and unanimously approved.
