December 2022 Regular Meeting

Town of Farmerville Regular Meeting Minutes for December 2022

The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, December 12, 2022.  The council members present were Mayor John Crow, Alderman  Robert Allen, Thomas Nation, Caroline Gatson, and Ricky Johnikin.  Alderman Kerry Hill arrived after meeting started.

The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Alderman Nation. 

As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

On motion by Gatson, seconded by Johnikin and unanimously approved to approve the minutes from November 14, 2022, regular meeting.

On motion by Allen, seconded by Nation and unanimously approved to approve the payables from November,  2022.

On motion by Allen,  seconded by Johnikin and unanimously approved to accept the monthly revenue and expenditure report for October as presented.

On motion by Allen, seconded by Nation and unanimously approved to approve the following liquor license renewals:

On motion by Gatson, seconded by Johnikin and unanimously approved to approve the Legislative Auditor Questionnaire for 2021/2022.

On motion by Gatson, seconded by Johnikin and unanimously approved top adopt Resolution No 24-22 pertaining to 2022 Street Overlay Project.

RESOLUTION NO 24-22

WHEREAS, bids for 2022 Farmerville Roads Rehabilitation have been received and read aloud,

BE IT RESOLVED that the Mayor and Board of Aldermen of the Town of Farmerville, Louisiana does hereby accept the lowest responsible, responsive bid offered for the construction of this project by Amethyst Construction, Inc. for Base Bid of $2,936,608.30. 

BE IT FURTHER RESOLVED that said bid is accepted subject to confirmation by the Town’s project engineers, Meyer, Meyer, LaCroix & Hixson, Inc., as to the accuracy of said bid, the satisfactory receipt of all forms and information required under the contract provisions, the availability of funds, and concurrence by the funding agency.

BE IT FURTHER RESOLVED that Amethyst Construction is hereby designated as our agent for the purpose of making sales tax exempt purchases for this construction project.

BE IT FURTHER RESOLVED that the Mayor is hereby authorized, on behalf of the Town, to sign all contract documents required.

This Resolution being submitted to a vote, the vote thereon was as follows:

YEAS:   ALLEN, NATION, GATSON, JOHNIKIN

NAYS:   NONE

ABSENT AND NOT VOTING: HILL

The Resolution is declared adopted on this the 12th day of December, 2022.

On motion by Allen, seconded by Gatson and unanimously approved to advertise for Street Supervisor.

Alderman Hill came in at this time.

On motion by Allen, seconded by Gatson and unanimously approved to approve the following request from the Zoning Commission.

1.  To ratify the zoning change for Jan Farr property located at 814 Goss Street, Farmerville,         Louisiana, to R2.

There being no further business to come before the council Mayor Crow adjourned this meeting the 12th day of December, 2022.  Upon motion by Gatson, seconded by Johnikin and unanimously approved.
