Regular Meeting
December 11, 2023
The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, December 11, 2023. The council members present were Mayor John Crow, Alderman Robert Allen, Caroline Gatson, Ricky Johnikin, Kerry Hill, and Thomas Nation.
The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Keith Jesilink.
As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.
On motion by Gatson, seconded by Johnikin and unanimously approved to approve the minutes from
November 13, 2023, regular meeting.
On motion by Allen, seconded by Gatson and unanimously approved to approve the payables from November, 2023.
On motion Allen, seconded by Nation and unanimously approved to approve the monthly revenue and expenditure report for October as presented.
At this time a Public Hearing was held to hear the views and opinions of Citizens concerning the adoption of Ordinance No 06-23 pertaining to surplus property.
On motion by Hill, seconded by Gatson and unanimously approved to adopt Ordinance No 06-23.
ORDINANCE No 06-22
AN ORDINANCE DELARING MOVABLE PROPERTY
AS SURPLUS PROPERTY AND PROVIDING FOR THE
DISPOSITION BY PULIC SALE, DONATION, OR DESTRUCTION
WHEREAS, La R.S. 33:4712 authorizes municipalities to sell property owned by municipalities and declare property as surplus property, and
WHEREAS, the TOWN OF FARMERVILLE has a number of items of movable property which it has replaced with new items and are no longer useful to the Town of Farmerville, therefore.
BE IT ORDAINED, that the TOWN OF FARMERVILLE, hereby declares that the following movables be declared surplus property and does hereby authorize the advertising of said items for sale at a public auction, to be held at the Town of Farmerville Community Center, located at 407 S. Main, Farmerville, Louisiana, on Wednesday, January 10, 2024, at 11:00 a.m. and said property be sold for not less than the minimum bid listed, to-wit:

BE IT FURTHER ORDAINED that if any provision or item of this Ordinance or the application thereof is held invalid, such invalidity shall not effect other provisions, items or applications of the Ordinance which can be given affect without the invalid provisions, items or applications and to this end the provisions of this Ordinance are hereby declared severable.
BE IT FURTHER ORDAINED that all Ordinances or parts thereof in conflict herewith are hereby repealed. Introduced the 13th day of November, 2023

This Ordinance was declared adopted on this the 11th day of December, 2023.

On motion by Hill, seconded lby Johnikin and unanimoualy approved to award contract for Lift Station #10 Improvements to McLemore Service Contractors, LLC with a low bid of $288,774.10.
On motion by Allen, seconded by Nation and unanimously approved to approve the following Liquor License Renewals:

On motion by Gatson, seconded by Johnikin and unanimously approved to adopt Resolution No 11-23
RESOLUTION NO 11-23
POLICY STATEMENT FOR NONDISCRIMINATION
WHEREAS, the Town of Farmerville has been afforded the opportunity to participate in the EPA Mandatory Grant Program; and,
WHEREAS, the EPA Program requires that all grant recipients adopt by resolution a policy for ensuring nondiscrimination, including but not limited to race, color, national origin, age, disability, (including sensory impairments), or sex;
NOW, THEREFORE BE IT RESOLVED, that the attached “Nondiscrimination Notice & Statement of Nondiscrimination” for the Town of Farmerville dated December 11, 2023 is hereby adopted.
PASSED, APPROVED AND ADOPTED THIS 11th day of December, 2023.
On motion by Gatson, seconded by Allen and unanimously approved the following changes for fees charged a the Farmerville Community Center and Willie Davis Recreation Center for all new bookings.
Farmerville Community Center:Rental Fee$100.00
Refundable Cleaning Fee$100.00
Willie Davis Recreational CenterRefundable Cleaning Fee$100.00
On motion by Gatson, seconded by Allen and unanimously approved confirm the following action taken by the Farmerville Zoning Commission:
1. Approve the zoning change for property belonging to Michelle Boyd, lacated at 704 Maple Street to R3.
There being no further business to come before the council Mayor Crow adjourned this meeting the 11th day of December, 2023. Upon motion by Gatson, seconded by Johnikin and unanimously approved.
