Town of Farmerville Regular Meeting Minutes for August 2025
The Farmerville Town Council met in regular session at Farmerville Community Center, located at 407 South Main Street, Farmerville, Louisiana, August 11, 2025. The council members present were Mayor John Crow, Alderman Robert Allen, Caroline Gatson, Ricky Johnikin, Kerry Hill and Thomas Nation.
The roll was called and with a quorum present Mayor Crow called the meeting to order and invocation was offered by Oliver Neal.
As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.
On motion by Hill, seconded by Gatson and unanimously approved to approve the minutes from July 14, 2025, regular meeting.
On motion by Allen, seconded by Nation and unanimously approved to approve the payables from July.
On motion by Gatson, seconded by Johnikin and unanimously approved to accept the monthly revenue and expenditure report for June as presented.
A public hearing was held at this time to hear the views and opinions of citizens concerning the adoption of Ordinance No 04-25.
On motion by Hill, seconded by Allen and unanimously approved to adopt Ordinance No 04-25 pertaining to roll-off container fees.
TOWN OF FARMERVILLE
AN ORDINANCE TO AMEND CHAPTER 9 SECTION 9-89.1 PERTAINING TO GARBAGE DUMPSTER RENT AND COLLECTION CHARGES
WHEREAS, the Town Council of the Town of Farmerville desires to amend Chapter 9 Section 9-89.1 pertaining to garbage dumpster rent and collection charges.
BE IT ORDAINED that Chapter 9 Sections 89.1 is hereby amended as follows, to-wit:
The following garbage rates for large containers and dumpster use are hereby adopted:
9-89.1 Garbage dumpster rent and collection charges.
* * * * Size Rent Pickups Collection Collection Monthly Plus Rent (Per Container) (For One Container) 40 cu yd Upon Request $300.00 Per pull

BE IT FURTHER ORDAINED that if any provision or item of this Ordinance or the application thereof is held invalid, such invalidity shall not effect other provisions, items or applications of this Ordinance which can be given affect without the invalid provisions, items or applications and to this end the provisions of this Ordinance are hereby declared severable.
BE IT FURTHER ORDAINED that all Ordinances or parts thereof in conflict herewith are hereby repealed.

At this time bids were opened on lot located on North Main that was declared surplus property. Only one bid was received from Team Hollaway Rentals for $90,001.00.
On motion by Hill, seconded by Allen and unanimously approved to award bid to Team Hollaway Rentals.
On motion by Allen, seconded by Gatson and unanimously approved to authorize Mayor Crow to sign contract with Stag Lizza, LLC for PFAS in Aqueous Film-Forming Foams.
On motion by Hill, seconded by Nation and unanimously approved to advertise for two trucks for the Street Department.
On motion by Hill, seconded by Gatson and unanimously approved to transfer 2% Fire Insurance Rebate to the Farmerville Volunteer Fire Department.
On motion by Allen, seconded by Johnikin and unanimously approved to approve the Utility Write-off List as presented by Karen Brown, Utility Clerk, in the amount of $29,238.33.
On motion by Gatson, seconded by Hill and unanimously approved to confirm the following action taken by the Farmerville Zoning Commission:
There being no further business to come before the council, Mayor Crow, declared this meeting adjourned this 11th day of August, 2025, on motion by Allen, seconded by Hill.
