The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on March 12, 2021. The council members present were Mayor John Crow, Alderman Robert Allen, Thomas Nation, Caroline Gatson, Ricky Johnikin, and Kerry Hill

The roll was called and with a quorum present Mayor Crow called the meeting to order. Invocation was offered by Alderman Johnikin.

As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

On motion by Gatson, seconded by Johinikin and unanimously approved to approve the minutes from the March 8, 2021, regular meeting.

On motion by Allen, seconded by Gatson and unanimously approved to approve the payables from March, 2021.

On motion by Gatson, seconded by Allen and unanimously approved to accept the monthly revenue and expenditure report as presented.

On motion by Johnikin, seconded by Hill and unanimously approved to adopt Resolution No 03-21 pertaining to Citizens Participation Plan.

WHEREAS, the Town of Farmerville has been afforded the opportunity to apply and participate in the State of Louisiana 2022/2023 Community Development Block Grant Program administered by the Division of Administration; and,
WHEREAS, the STATE requires Grantees to establish procedures to ensure adequate citizen participation with the program;
NOW THEREFORE BE IT RESOLVED, by the Town of Farmerville , that the attached policy entitled “Citizen Participation Plan”, dated April, 2021 is hereby adopted.
Passed, approved and adopted by the Town of Farmerville, Parish of Union, State of Louisiana, on the 12th day of April, 2021.

On motion by Johnikin, seconded by Hill and unanimously approved to adopt Resolution No 04-21 pertaining to Procurement Policy.

 

PROCUREMENT POLICY
RESOLUTION NO 04-21

WHEREAS, the Town of Farmerville has been afforded the opportunity to apply and participate in the State of Louisiana 2022/2023 Community Development Block Grant Program administered by the Division of Administration; and,
WHEREAS the STATE requires the establishment of uniform procedures in compliance with OMB Circular A-102;
NOW THEREFORE BE IT RESOLVED, by the Town of Farmerville, that the attached policy entitled “Procurement Procedures Relative to the LCDBG Program” is hereby adopted.
Passed, approved and adopted this 12th day of April, 2021.

On motion by Johnikin, seconded by Hill and unanimously approved to adopt Resolution No 05-21 pertaining to paying administrative and engineering fees for 2022/2023 LCDBG Project.

 

RESOLUTION NO. 05-21

RESOLUTION AUTHORIZING SUMMITAL OF FY 2022/2023 LOUISIANA COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION, AND ENTERING INTO AGREEMENTS ASSOCIATED WITH ADMINISTRATION AND ENGINEERING SERVICES

WHEREAS, the Town of Farmerville (“Town”) desires to submit a fiscal year 2022/2023 Louisiana Community Development Block Grant (“LCDBG”) Public Facilities application (the “Application”); and,

WHEREAS, the Town intends to use local funds to pay for administrative costs including pre-agreement costs, administrative consultant fees, and any other administrative costs incurred by the Town associated with the Application; and,

WHEREAS, the Town intends to use local funds to pay for engineering costs including pre-agreement costs, basic engineering design, surveying, project representation, construction phase services and any other engineering costs incurred by the Town associated with the Application; and,

WHEREAS, the Town desires to enter into an agreement with Frye Magee, LLC, to perform all administrative consulting services associated with the Application, including but not limited to assistance with developing the Application, and thereafter performing all administrative consulting duties following a grant award; and,

WHEREAS, the Town desires to enter into an agreement with Riley Company of Louisiana to perform all engineering consulting services associates with the Application, which includes assistance with developing the Application, and thereafter performing all engineering consulting services, including but not limited to basic engineering design, surveying, project representation, construction phase services and any other engineering costs incurred by the Town, following a grant award.

NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF FARMERVILLE, LOUISIANA:

  1. The Town enters into an agreement with Frye Magee, LLC to develop and submit the Application, and thereafter to perform all administrative consulting duties following a grant award.
  2. The Town enters into an agreement with Riley Company of Louisiana to assist with the development of the Application, and thereafter to perform all engineering consulting services, including basic engineering design, topographic surveying, project representation, construction phase services and any other engineering costs incurred by the Town, following a grant award.
  3. The Mayor is authorized to execute respective agreements with Frye Magee, LLC and Riley Company of Louisiana and to execute and submit the Application, as well as all related documents, to be on such other terms and conditions as he shall deem advisable, and to do any and all things necessary and proper to carry out this Resolution and to fulfill its objectives and purposes.
  4. This Resolution shall become effective upon final adoption and signature of the Mayor.

Said Resolution having been read and considered by a quorum of the Farmerville Town Council, a record vote was taken and the following result was had:

YEA: ALLEN, NATION, GATSON, JOHNIKIN, HILL

NAY: NONE

ABSENT: NONE

WHEREUPON, the presiding officer declared the above Resolution duly adopted in full on April 12, 2021.

On motion by Allen, seconded by Hill and unanimously approved to allow the mayor to sign new contract with Water District No. 1 with the same terms as the last contract with the addition of agreeing to install fire hydrants provided to the district from the Town within 3 months of receiving them.

On motion by Hill, seconded by Allen and unanimously approved to get quotes on replacing the roof at the old jail building.

On motion by Nation, seconded by Allen and unanimously approved to approve a 4-way stop at Underwood and E. Franklin.

On motion by Gatson, seconded by Hill and unanimously approved to approve the new fee schedule for the Recreation Center effective June 1, 2021.

At this time, Alexandria Daniels, Leslie Knight and Alicia Theriot, addressed the council and citizens present concerning the possibility of moving the dispatcher operations for the Farmerville Police Department to the 911 office. After a lengthy discussion no action was taken.

There being no further business to come before the council this meeting was adjourned on this the 12th day of April, 2021, by Mayor Crow, upon motion by Gatson, seconded by Allen.
