Regular Meeting
May 10, 2021

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on May 10, 2021. The council members present were Mayor John Crow, Alderman Robert Allen, Thomas Nation, Caroline Gatson, Ricky Johnikin, and Kerry Hill

The roll was called and with a quorum present Mayor Crow called the meeting to order. Invocation was offered by Alderman Johnikin.

As state law requires, Town Clerk, Gay Nell Pepper, offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.

On motion by Nation, seconded by Gatson and unanimously approved to approve the minutes from the April 12, 2021, regular meeting.

On motion by Allen, seconded by Gatson and unanimously approved to approve the payables from
April, 2021.

On motion by Gatson, seconded by Allen and unanimously approved to accept the monthly revenue and expenditure report for March as presented.

On motion by Gatson, seconded by Hill and unanimously approved to adopt Resolution No 06-21, adopting the millage rates for 2021.

RESOLUTION NO 06-21

BE IT RESOLVED, that the following millage(s) are hereby levied on the 2021 tax roll on all property subject to taxation by Town of Farmerville:

MILLAGE

General Alimony | MILLAGE: 8.800 mills
Fire Protection Facilities | MILLAGE: 7.900 mills

BE IT FURTHER RESOLVED that the proper administrative officials of the Town of Farmerville, Parish of Union, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as herein above set forth, upon the assessment roll of said Town for the year 2021, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

NAYS: NONE
ABSTAINED: NONE
ABSENT: NONE

On motion by Nation, seconded by Allen and unanimously approved to approve the Summer Worker Program and allow each council member to suggest two(2) workers each.

On motion by Allen, seconded by Johnikin and unanimously approved to adopt Resolution No 07-21 pertaining to Completion of our Safe Routes to Public Places Project.

At this time Councilman Johnikin introduced Ordinance No 01-21 pertaining to water fees on rental property. A public hearing will be held at next months regular meeting to be held on June 14, 2021.

On motion by Gatson, seconded by Allen and unanimously approved not to accept the Recreational Trails Grant.

On motion by Allen, seconded by Gatson and unanimously approved to begin a program for traffic control for the Police Department that would involve paying a patrolman to work overtime to only work traffic in an effort to control speeding within the city limits.

At this time Ashley Owens with the Farmerville Jaycees addressed the council about having a liquor court at the Watermelon Festival.

There being no further business to come before the council this meeting was adjourned on this the 12th day of May, 2021, by Mayor Crow, upon motion by Gatson, seconded by Allen.
