November 12th — Regular Meeting

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on November 12, 2019.  The council members present were Mayor M. Stein Baughman, and Alderman Jerry Taylor, Thomas Nation,  Robert Allen, Caroline Gatson, and Ricky Johnikin.

The roll was called and with a quorum present Mayor Baughman called the meeting to order.  Invocation was offered by Taylor.
    
As state law requires, Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items at this time. There were no comments.
        
On motion by Gatson, seconded by Taylor and unanimously approved to approve the minutes from the October 14, 2019 regular meeting.

On motion by Taylor, seconded by Allen and unanimously approved to approve the payables from October.

On motion by Taylor, seconded by Gatson and unanimously approved to accept the monthly revenue and expenditure report as presented.

On motion by Allen, seconded by Taylor and unanimously approved to do a lease purchase agreement for a Roll off truck for sanitation department.

On motion by Allen, seconded by Taylor and unanimously approved to authorize the Mayor to award bid for mini excavator to lowest responsible bidder.

On motion Gatson, seconded by Taylor and unanimously approved to adopt Resolution No 07-19 pertaining the CWEF Grant.

RESOLUTION 07-19
WHEREAS, the Town of Farmerville operates a water system for the benefit of the citizens who live here, and;
WHEREAS, the Town of Farmerville wishes to have all of the water customers to pay an amount that is fair for the amount of water used, and;
WHEREAS, the Town of Farmerville is in need of replacing inactive and inaccurate water meters so that all customers will share proportionately, the costs of operating the Town’s water system;
NOW, THEREFORE, BE IT RESOLVED, that the Board of Aldermen of the Town of Farmerville, request that the Office of Community Development consider funding the project to continue to improve the water system by providing funds to make needed repairs.

Passed and adopted by the Town of Farmerville, State of Louisiana, on the 12th day of November, 2019.

On motion by Allen, seconded by Gatson and unanimously approved to adopt Resolution No 08-19 pertaining to LGAP Grant.

 RESOLUTION NO 8-19

BE IT HEREBY RESOLVED, by the Mayor and Board of Alderman of the Town of Farmerville, a municipality located in Union  Parish, Louisiana, by motion offered by Allen and seconded by Gatson hereby stating that we as a governing body of the Town of Farmerville support a grant application to the Office of Community Development.
 
WHEREAS, the Town of Farmerville is in need of replacing fire hydrants

WHEREAS, the Town of Farmerville does not have sufficient funding to replace all the fire hydrants that need to be replaced.

WHEREAS, this project will help insure the safety of our citizens and their property by improving the fire deparments ability to have sufficient water for fire fighting.

WHEREAS, the Town of Farmeville is looking for various sources to help in financing this project.

THEREFORE, this resolution having been submitted to a vote on this the 12th , day of November, 2019,  thereon was as follows:

YEAS: ALLEN, NATION, GATSON, JOHNIKIN, TAYLOR        

NAYS: NONE

ABSENT:    NONE
    
ABSTAIN: NONE

On motion by Johnikin, seconded by Gatson and approved with one Nay from Taylor to approved the following liquor license renewals:

Brookshire Food Store #368        Class “B” Retail Liquor
Hearn’s Grocery            Class “B” Retail Liquor
Super Save #4                Class “B” Retail Liquor
Super Save #6                Class “B” Retail Liquor
Royal Daiquiri Bar & Grill        Class “A” Retail Liquor

On motion by Allen, seconded by Gatson and unanimously approved to approve the use of Kilpatrick Parking Lot for a Car Show/Toy Drive on December 14th from 5:00 p.m. to 8:00 p.m.

On motion by Gatson, seconded by Nation and unanimously approved to approve the Fire Department mileage reimbursement for 2019.

On motion by Taylor, seconded by Allen and unanimously approved to authorize the purchase of trackers from Verizon Connect for all vehicles.

On motion by Gatson, seconded by Allen and unanimously approved to authorize the street closures for Christmas on the Square on December 7th from 3:00 p.m. to 9:00 p.m.

On motion by Allen, seconded by Taylor and unanimously approved to approve the following action taken by the Farmerville Zoning Commission:

1.  To approve the zoning change for property belonging to De’Loutre Properties Rental, LLC, located between LA 2 and Lake D’Arbonne to R1.          
    
There being no further business to come before the council, Mayor Baughman declared this meeting adjorned this the 12th day of November, 2019, upon motion by Taylor, seconded by Gatson and unanimously approved.
