May 13, 2019 - Regular Meeting

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on May 13, 2019.  The council members present were Mayor M. Stein Baughman, and Alderman Jerry Taylor, Lavelle Maine,  Robert Allen, and Ricky Johnikin and Caroline Gatson.

The roll was called and with a quorum present Mayor Baughman called the meeting to order.  Invocation was offered by taylor.

On motion by Taylor, seconded by Allen and unanimously approved to approve adding the following to the agenda:     12 - Water Service to out of town development.
    
As state law requires, Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items at this time.
        
On motion by Gatson, seconded by Taylor and unanimously approved to approve the minutes from the April 8, 2019, regular meeting.

On motion by Taylor, seconded by Allen and unanimously approved to approve the payables from April.

On motion by Taylor, seconded by Maine and unanimously approved to accept the monthly revenue and expenditure report as presented.

On motion by Allen seconded by Gatson and unanimously approved to authorize the Mayor to sign an easement utility easement on the Town’s property, referred to as the boyscout property, for Chris Terral.

On motion by Allen, seconded by Taylor and unnaimously approved to approve a new Class “A” Retail  liquor license for Roma’s.

On motion by Allen, seconded by Taylor and unanimously approved to support the Union Growth and Development Foundation.

On motion by Allen, seconded by Maine and unanimously approved to support the Zion Hill Community “Back to School” program.

On motion by Taylor, seconded by Gatson and unanimously approved to adopt Resoltuion No 02-19 adopting our Procurement Policy.

On motion by Taylor, seconded by Gatson and unanimously approved to adopt Resolution No 03-19 adopting our Citizen Participation Plan.

On motion by Gatson, seconded by Taylor and unanimously approved to adopt Resolution No 04-19 committing to pay the administration and engineering cost for LCDBG.

On motion by Gatson, seconded by Maine and unanimously approved to allow the Chamber to use the street and entrance beloning to the Town on Folley Beach for Fireworks on July 6, 2019

On motion by Johnikin, seconded by Allen and Gatson and unanimously approved to table the water service to the development on the Bernice Hwy.    
 
On motion by Allen, seconded by Gatson and unanimously approved to add item 13 pertaining to request for street closures for Fun/Farmerville Day to be held on May 25, 2019.

On motion by Gatson, seconded by Johnikin and unanimously approved to allow the right/north side of West Bayou from Volentine Street to White Street forom 3 p.m. to 9 p.m. for the Farmerville Day celebration to be held on May 25th.


There being no further business to come before the council, Mayor Baughman declared this meeting adjourned this the 11th day of March, 2019, upon motion by Gatson, seconded by Maine, and unanimously approved.
