The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana
The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on October 8, 2018. The council members present were Mayor M. Stein Baughman, and Alderman Jerry Taylor, Lavelle Maine, Caroline Gatson, Robert Allen, and Ricky Johnikin.
The roll was called and with a quorum present Mayor Baughman called the meeting to order. Invocation was offered by Alderman Johnikin
At this time a public hearing was held to hear the views and opinion of citizens pertaining to the adoption of Ordinance No 03-18 pertaining to creating the position of Public Works Director..
As state law requires, Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items at this time.
On motion by Maine, seconded by Gatson and unanimously approved to approve the minutes from the September 10, 2018, regular meeting.
On motion by Taylor, seconded by Maine and unanimously approved to approve the payables from September
On motion by Johnikin, seconded by Allen and unanimously approved to accept the monthly budget report as presented.
On motion by Gatson, seconded by Allen and unanimously approved to adopt Ordinance No 03-18 pertaining to the creation of a Public Works Director.
AN ORDINANCE TO AMEND THE CODE OF
THE TOWN OF FARMERVILLE
BY ADDING ARTICLES IV TO CHAPTER 2
PROVIDING FOR A DIRECTOR OF PUBLIC WORKS
CREATION, DUTIES, RESPONSIBILITIES AND
WHEREAS, the Town Council of the Town of Farmerville desires to amend the Code of Ordinances of the TOWN OF FARMERVILLE, LOUISIANA, to amend, CHAPTER 2 by adding ARTICLE IV SECTION 2-50 thru 2-58 to create the DIRECTOR OF PUBIC WORKS and provide the duties, responsibilities and related provisions.
BE IT ORDAINED by the TOWN COUNCIL of the TOWN OF FARMERVILLE, that CHAPTER 2 of the Code of Ordinances of the TOWN OF FARMERVILLE, LOUISIANA, is hereby amended to add ARTICLE IV SECTION 2-50 THRU 2-58.
ARTICLES IV. PUBLIC WORKS DIRECTOR
Office created; appointment; removal.
The office of public works director of the municipality is created. The public works director shall be chosen by the council at any regular or special meeting called for the purpose, by a majority vote of the members of the council. The public works director shall serve at the pleasure of the council, but may be removed from office only by a majority vote of the membership of the council at a regular or special meeting called for the purpose.
The director of public works shall obtain within one year of date of employment, or within the shortest time period required to obtain any certifications required by the State of Louisiana required to carry out the functions of director of public works and maintain such during person’s tenure as director of public works.
The director of public services shall supervise and manage all department heads including but not limited to the Water, Sewer, Street, Garbage, Equipment Maintenance, Building Maintenance Departments, and or any other departments presently existing or created in the future by the town council, except the Parks and Recreation, Police Department, Fire Department and Town Clerk/Treasurer.
Supervision received and co-ordination.
The public work director works under the direct supervision of the Mayor. In the absence of the Mayor, the public works director works under the guidance of the Mayor Pro-Temp. The public works director shall co-ordinate all town projects between the Mayor, and the various departments and when necessary between the various department.
Budget and expenditures.
The public works director shall help to prepare and supervise the preparation of the various department budgets, control expenditures and approve department requisitions and purchase orders in accordance with policies established by the town council.
Town Council Meetings.
The public works director shall attend all Town Council meetings and shall provide budgets and activity reports and plans for future activities, and/or require department heads to present same all as shall be required by the Town Council.
Management etc of equipment and town property.
The public works director shall keep a current list of each departments inventory of equipment, vehicles and all town property under their control and maintenance and ensure the proper maintenance of same by each department.
Duties as assigned by council.
The director of public works shall likewise do and perform any duties and have any responsibilities which may be specifically assigned by the council, in connection with any of the foregoing or any future assigned functions and duties.
Compensation as fixed.
The director of public works shall be paid an annual salary to be fixed by the council, which may be increased or diminished at the pleasure of the council.
NOW THEREFORE BE IT ORDAINED, that if any provision in this Ordinance shall be held to be invalid, such invalidity shall not affect other provisions herein which can be given effect without the invalid provision and to this end the provisions of this ordinance are hereby declared to be severable.

On motion by Allen, seconded Taylor and unanimously approved to move the November council meeting to Tuesday, November 13, 2018 due to Veteran’s Day Holiday on the regular scheduled day.
On motion by Gatson, seconded by Maine and unanimously approved to approve the Legislative Audit Questionnaire for the 2017/2018 fiscal year.
On motion by Taylor, seconded by Allen and unanimously approved to approve running a water service line to the Union Humane Society property located on Cherry Ridge Road upson approval from D’Arbonne Water System.
On motion by Allen, seconded by Gatson and unanimously approved to get appraisal on Industrial Park land for an inquiry by UP4 Energy Services.
On motion by Johnikin, seconded by Gatson and unanimously approved to table the request to help sponsor the American Crappie Tournament.
On motion by Taylor, seconded by Allen and unanimously approved to lease part of the building on S. Washington for $300 per month to Mandy Booth.
On motion by Johnikin, seconded by Allen and unanimously approved to confirm the Mayor’s appointment of Eric Page to Supervisor of Public Services.
On motion by Gatson, seconded by Maine and unanimously approve to approve the overtime of $,7235.44 from August, 2018.
There being no further business to come before the council, Mayor Baughman declared this meeting adjourned this the 8th day of October, 2018, upon motion by Gatson, seconded by Allen, and unanimously approved.
