July 9, 2018- Regular Meeting

he Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on June 11, 2018. The council members present were Mayor M. Stein Baulghman, and Alderman Jerry Taylor, Lavelle Maine,  Caroline Gatson, Robert Allen, and Ricky Johnikin.

The roll was called and with a quorum present Mayor Baughman called the meeting to order.

A public hearing was held at this time to discuss adopting the adjusted millage rates after
reassessment and rolling forward to millage rates not to exceed the maximum authorized rate.
    
As state law requires, Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items at this time.
        
On motion by Gatson, seconded by Allen and unanimously approved to approve the minutes from the June 11, 2018, regular meeting and June 25, 2018 special meeting.

On motion by Taylor, seconded by Maine and unanimously approved to approve the payables from June.

On motion by Taylor, seconded by Gatson and unanimously approved to adopt Resolution No 06-18 setting adjusted millage rates for 2018.

RESOLUTION NO 06-18

BE IT RESOLVED, by the Town of Farmerville, Louisiana, in a public meeting held on July 9, 2018, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property subject to ad valorem taxation within said Parish for the year 2018, for the purpose of raising revenue:
 
                MILLAGE

General Alimony                    8.380 mills
Fire Protection Facilities          7.520 mills
    
    
BE IT FURTHER RESOLVED that the Assessor of the Parish of Union, shall extend upon the assessment roll for the year 2018 the taxes herein levied, and the tax collector of said Town shall collect and remit the same to said taxing authority in accordance with law.

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

    NAYS:        NONE
    ABSTAINED:    NONE
    ABSENT:    NONE

On motion by Taylor, seconded by Gatson and unanimously approved to adopt Resolution No 07-18 setting forth adjusted millage rates and rolling forward to Maximum authorized rates.

RESOLUTION NO 07-18

BE IT RESOLVED, by the Town of Farmerville, Louisiana, in a public meeting held on July 9, 2018, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the taxing district voted to increase the millage rate(s), but not in excess of the prior year’s maximum rate(s), on all taxable property shown on the official assessment roll for the year 2018, and when collected, the revenues from said taxes shall be used only for the specific purposes for which said taxes have been levied. Said millage rate(s) are:

General Alimony               8.380 mills            8.800 mills
Fire Protection Facilities    7.520 mills            7.900 mills
    
BE IT FURTHER RESOLVED that the Assessor of the Parish of Union, shall extend upon the assessment roll for the year 2018 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by no less than two-thirds of the total membership of the taxing authority voting in favor as required by Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B). The votes were:

ABSTAINED:    NONE
ABSENT:    NONE


On motion by Allen, seconded by Gatson and unanimously approved to allow requested streets located downtown around the Courthouse to be closed for the Watermelon Festival on July 27th and 28th.

On motion by Maine, seconded by Allen and unanimously approved to grant a new liquor license to SIYA Enterprises, LLC, dba/ Delta Mini Mart located at 700 N Main, Farmerville, Louisiana.

At this time, Supervisor of Public Services, Mike Allen, announced that he would be retiring as of December 31, 2018.
    
On motion by Gatson, seconded by Taylor and unanimously approved to accept the monthly budget report as presented.

On motion by Allen, seconded by Gatson and unanimously approved to approve the overtime of $3877.24 from May, 2018.
        
There being no further business to come before the council, Mayor Baughman declared this meeting adjourned this the 9th day of July, 2018, upon motion by Taylor, seconded by Gatson, and unanimously approved.
