April 9, 2018 - Regular Meeting

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana

The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on April 9, 2018. The council members present were Mayor M. Stein Baughman, Jr, and Alderman  Jerry Taylor,  Lavelle Maine,  Caroline Gatson, Robert Allen, and Ricky Johnikin.

The roll was called and with a quorum present Mayor Baughman called the meeting to order.

At this time Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items.
        
On motion by Taylor, seconded by Gatson and unanimously approved to approve the minutes from the February 12, 2018, regular meeting.

On motion by Taylor, seconded by Allen and unanimously approved to approve the payables for March.

At this time Mayor Baughman recognized Fire Chief Billy Jung for being awarded the VFW National Firefighter of the year award.

On motion by Allen, seconded by Maine and unanimously approved to amend the Town’s Purchasing and Disbursements Policy to only require purchase orders for supplies over $50.00 and that all purchases over $5,000 must be approved by two of the following people: Mayor, Mayor Pro-tem and the Liason for the department that the purchase is being made in, unless otherwise approved by the town council.

On motion by Taylor, seconded by Allen and unanimously approved to approve to Sponsor the Louisiana Watermelon Festival Parade for $1,000.00

On motion by Taylor, seconded by Allen and unanimously approved to approve the new work schedule for the Recreation Department as presented. The hours of operation will be 7: 00 a.m. to 8:00 p.m., Monday - Thursday, 7:00 a.m. to 5:00 p.m. Friday and 12:30 p.m. to 5:00 p.m. on Saturday.  

On motion by Taylor, seconded by Allen and unanimously approved to authorize the mayor to sign agreement with the State of Louisiana for FEMA Public Assistance Non Federal Share Match Program.

On motion by Allen, seconded by Maine and unanimously approved to authorize the Mayor to award bid on the Willie Davis Recreation Center AC replacement to lowest responsible bidder.

On motion by Allen, seconded by Johnikin and unanimously approved to adopt Resolution No. 04-18 pertaining to Municipal Water Pollution Prevention for 2016.

On motion by Allen, seconded by Taylor and unanimously approved to adopt Resolution No. 05-18 pertaining to Municipal Water Pollution Prevention for 2017.

The monthly budget report was presented at this time.

On motion by Allen, seconded by Maine and unanimously approved to approve the overtime of $5493.87 from March.
    On motion by Gatson, seconded by Allen and unanimously approved to accept and confirm the following action taken by the Farmerville Zoning Commission:

1.  To change the zoning classification of the property located at 748 Wheeler Street belonging to Bobby Lee Jones to R3.

2.  To postpone the request from Leo Smith pertaining to his property located at 705 Maple Street due to a lack of information.
    
There being no further business to come before the council, Mayor Baughman declared this meeting adjourned this the 9th day of April, 2018, upon motion by Gatson, seconded by Taylor, and unanimously approved.
