The Farmerville Town Council met in regular session at Farmerville Town Hall, located at 407 South Main Street, Farmerville, Louisiana, on November 13, 2017. The council members present were Mayor M. Stein Baughman, Jr, and Alderman Jerry Taylor, Caroline Gatson, Ricky Johnikin, and Robert Allen, Lavelle Maine.
The roll was called and with a quorum present Mayor Baughman called the meeting to order.
At this time Mayor Baughman offered the public the opportunity to voice their opinion on all agenda items.
On motion by Maine, seconded by Gatson and unanimously approved to approve the minutes from the October 9, 2017, regular meeting.
On motion by Taylor, seconded by Allen and unanimously approved to approve the payables for October.
On motion by Allen, seconded by Johnikin and unanimously approved to adopt Resolution No 17-17 pertaining to Right of Way for Beulah Baptist Church.
RESOLUTION NO. 17-17
TOWN OF FARMERVILLE
WHEREAS, the road right of way for Smith Street in the Town of Farmerville is 80 ft. and for Bernice Avenue is 50 ft. and Beulah Baptist Church is located at the corner of Smith Street and Bernice Avenue and a portion of the brick building and concrete is located within the right of ways, approximately 8.6 feet on Smith Street and 1.2 feet on Bernice Avenue. The Town has no intent of fully utilizing the right of ways designated, therefore:
BE IT RESOLVED, that the Alderman of the Town of Farmerville do hereby authorize Mayor M. Stein Baughman, Jr. to execute a Quit Claim Deed transferring a strip of property not part of the paved roadway, the width to be in his sole discretion, along the North side of Bernice Avenue and the West side of Smith Street upon which improvements of the Beulah Baptist Church, Inc. are situated on, reserving unto the Town of Farmerville a utility right of way, in consideration of the payment of all legal, survey and recording fees by Beulah Baptist Church, Inc.
Passed on the 13th day of November, 2017, at a regular meeting of the Board of Alderman of the Town of Farmerville at which meeting a quorum was present.
On motion by Taylor, seconded by Gatson and unanimously approved to authorize to take bids on the final FEMA project.
On motion by Maine, seconded by Allen and approved with one Abstain from Taylor to renew the following liquor license:
Dollar General Store #9072 Class “B” Retail Liquor
Brookshires Food Store #38 Class “B” Retail Liquor
Hearn’s Grocery Class “B” Retail Liquor
Super Save #4 Class “B” Retail Liquor
Super Save #6 Class “B” Retail Liquor
Royal Daiquiri & Bar Class “A” Retail Liquor
Wal-Mart Supercenter #1110 Class “B” Retail Liquor
On motion by Taylor, seconded by Gatson and unanimously approved to authorize to advertise for the 2016/2017 LCDBG Sewer Project.
On motion by Allen, seconded by Gatson and unanimously approved to adopt Resolution No 18-17 pertaining to the Safe Route to Public Places sidewalk grant.
TOWN OF FARMERVILLE
Resolution Authorizing Mayor M. Stein Baughman, Jr.,
as signatory for Safe Routes to Public Places Project through
the Louisiana Department of Transportation and Development.
Whereas, the State of Louisiana Department of Transportation and Development offers grant funds through the 2017 Louisiana Safe Routes to Public Places (SRTPP Program); and,
Whereas the purpose of the SRTPP Program is part of the Louisiana Strategic Highway Safety Plan with a goal of eliminating deaths; and
Whereas, the awarded project will allow safer access for citizens to the downtown area and to the Union Parish Library both now and for all future uses of these public properties,
Now, Therefore, be it resolved by the Board of Alderman of the Town of Farmerville, Louisiana:
Approves, Gay Nell Pepper, Town Clerk, as the Responsible Charge on the Safe Routes to Public Places Grant awarded to the Town.
That, Mayor, M. Stein Baughman, Jr., is authorized and empowered to execute this Grant pursuant to such terms and conditions as he shall deem advisable, and he is authorized to execute any other documents necessary to complete the Project and do any and all things necessary and proper to carry out this Resolution and to fulfill its objectives and purposes.
This Resolution shall become effective upon final adoption and signature of the Mayor.
Said Resolution having been read and considered by a quorum of the Board of Aldermen.
A MOTION TO ADOPT the above resolution was made by Allen, seconded by Gatson, and resulted in the following vote:
AYES: TAYLOR, JOHNIKIN, GATSON, MAINE, ALLEN
On motion by Gatson, seconded by Johnikin and approved with two(2) abstains from Allen and Maine, to approve the mileage reimbursement for the Fire Department Volunteers in the amount of $10,142.98.
At this time Town Clerk, Gay Nell Pepper, presented the monthly budget report to the council.
On motion by Allen, seconded by Maine and unanimously approved to approve the overtime of $5,780.06 from October.
On motion by Taylor, seconded by Gatson and unanimously approved to add item Number 10 - Request from Union Parish Chamber, to the agenda.
On motion by Allen, seconded by Taylor and unanimously approved to close the streets downtown from 8:00 a.m. to 8:00 p.m. for a Christmas on the Square event on December 2, 2017.
There being no further business to come before the council, Mayor Baughman declared this meeting adjourned upon motion by Taylor, seconded by Allen, and unanimously approved.
